Description
In this press release of January 7, 1965, President Lyndon B. Johnson declared that “this year is the year when… Congress should enact a hospital insurance program for the aged” and outlined major features of the program. Representative Cecil King (D-CA) and Senator Clinton Anderson (D-NM) introduced identical administration-backed bills, H.R. 1 and S. 1, that gave the president everything he requested. The bills also gave liberal Democrats what they had fought for in Congress for years: hospital care for persons 65 and older financed by an increase in the Social Security payroll tax.
